Engineering got the nerf bat
According to one of the interviews with a designer (murpher i think) engineering and alchemy items are not usable in rated bgs just as they are not usable in arenas.
I'm not 100% if this applies to hand rockets yet... but apparently it applies to everything else.
Also no consumables in rated bgs either.

A.Yes, but they will follow the same rules and restrictions as Arenas.

If theres no rocket gloves then theres no real point to having it for high end pvp (more burst etc). But then again with the shift to rated BG's that might not be necessary.

I swear, they're always screwing the one profession that costs a shitton of gold to level and the only profession that makes no money. Engineering has always been about PvP, but it seems all they want to do is make it unusable. If this is true, I'm kind of sad I leveled my last group in engineering.
I remember running the flag in WSG with rocket boots praying they wouldn't fail. That was taken out. I remember my mage in vanilla making bombs and having one blow up, insta-gibbing me at the anvil in Orgrimmar. They took that out. Remember using the rocket helmet as a warrior's charge and knocking myself silly half the time, that's gone (unless you want to wear a level 60 helmet). Not to mention...they made the stupid pet bomb BoE. Forever I was the only one on the server with a Pet Bombling at level 60. They keep making engineering cool, then screwing it. Ugh.

Since arena allow gloves, I think reasonable to assume rated bg had it too. Rocket boots and parachute would not be allowed.
In all honesty, I just don't see rated bg gonna fly. Not just for boxing, even solo, too much trouble, too little reward. Can't even get together 5 people to do things, let alone 10 or 15. For the normal guilds, they don't even do arenas, what would make them start doing 15 ppl organized pvp all of sudden.
Frankly, the only people who are likely to give a damn about BGs with rating are the ones who play twinks. And chances are rated BGs won't even be available to them.
The only reason Arenas worked at all was because rating is pretty closely tied to the level of gear the teams have. I doubt it'll work so well for the (much) larger BG teams, so the age old problem of gear imbalance at endgame for people who play BGs is going to remain.
Twinking is the only place in the game where that BG imbalance does not exist, due to it being very hard for Blizzard to keep moving the goalposts every arena season and patch, when new gear is added to endgame only, but not all the lower XP locked brackets.

WoW had a Cataclysm.
I quit.
Now 3-boxing EVE until CCP mess that up.
Parachutes always worked in arena (Disengage + Parachute anyone?) So I still see Parachutes working in Cata.
As far as rocket gloves go, Cata isn't even here yet, and we don;t know what the awesome tools they are going to give us will be. The rockets are only X damage, so they will definitely be outdated in Cata anyway.
This is why some people recommend getting professions you enjoy, rather than going strictly for specific pvp/pve benefits/stats (i.e. minmaxing), since Blizzard will inevitably "re-balance" things.
Personally, in my group of 5, I covered all of the professions (until Inscription was introduced).
The rocket gloves from Wrath will become a lightning cannon on gloves in Cata.
I expect everythign that was useable in wrath arena season 8 to be useable in Cata BGs season 9.
The nitro boost are terrible to use in boxing now. Hopefully it gets tine down. Its failing almost 50% of the time.
Tons of complaints from non boxers, so they're maybe some hope it's restored. When it fails a dot tcks for 120% of your health, so any non healer would,t ever use it now.
Gloves/trinket hopefully still do, or either cata brings some better version
