Last few days I have had some terrible latency just recently started using jamba maybe it's thhat. But even with crap latency you can pull it off. Anything below 600 is doable.

Latency is def. more of an issue with melee than ranged because we are relying on the melee staying within 8 yards to dps whilst the ranged can remain immobile. The lower your ping, the closer you can stay to your target spamming IWT.
Saying that, as long as I am not snared, I don't have any problem using my 250-350ms ping. If you have not already, do a search on some of the methods used to reduce your ping.
I find the trick to using IWT with PvE is to keep your tank still so the target does not move much, then tap your dps key (which should have IWT attached) twice to get your slaves to run to the target. If the target has moved, you will need to do this again. Once your slaves have reached your target and are stationary you can spam dps/IWT to your hearts content and they won't circle crazily. This is esp. important if you are working in a tight space, because quite often when the mob dies, your slaves will diverge fairly quickly before follow kicks in.
With PvP I will just spam the key. The crazy circling is really to your advantage in PvP so the more the better.
