Are smaller guilds going out of style in favor being able to get the rewards from a large, more leveled guild?

Doing my best to get motivated for the WoW Headless Horseman mount hunt of 2013... so far failing. and now in 2018, let's see about those HH mounts! [Edit: Actually got an HH mount in 2018... on separate account 6. One to go! In 2019, my last BNet accout, the main one, got the HH mount. End of an era.]

Smaller guilds can get to max level just like any other guild, it'll just take more time than in guilds with more people.

Running 5-6 accounts on one computer, currently playing Horde on US-Skywall.
My main teams:
5x Shamans lvl 85
5-class team lvl 100: Paladin, Druid, Shaman, Mage, Priest
There is a weekly guild XP cap. You get GXP from questing, dungeons, PvP... etc. You also have to get rep with your guild to get access to the guild items once they are unlocked. I am not sure what the weekly cap is, as on beta the GXP is boosted to allow people to test. I think there are some posts out there on it though, but it all could change in the next 2 months.
Guild perks unlock at each guild level, things like +5% XP, more rep, 15m cooldown on hearth. A lot of the perks are tied to achievements, some of which are simply insane.
