RAF grant level question

Hi,

I have my accounts linked A <-- B<-- C<-- D<-- E.

So when I grant levels I grant from E to D and D to C and so on.

If I move a level 60 character from account A to account E, can that character then grant 30 levels to account D?

What I'm trying to say is, does granting follow the character or the account?

Any character on Account A shouldn't be able able to grant anything seeing as only the recruited accounts are the ones that obtain the free grant-able levels. Account A was never recruited hence it wouldn't get the 'flag.' I could be wrong on this one though.

The character that grans levels has to be actively leveled on a recruited account while RAF is active. Transferring a 60 wouldn't do anything as the toon was not actively leveled on that account.
