With Key Maps on, it's first going to assist and then it's going to press the 1 key on all windows. With Key Maps off, 1 works as normal. If you're trying to type the number 1, you're going to want to turn Key Maps off in order to do it.

If by "doesn't seem to work right" you mean something else, explain away

I had the same issue when I tried IS Boxer. Coming from Keyclone where everything is mapped, ISBoxer only has a limited number of keys pre-mapped. You would need to create key maps for those individual keys or do as Lax said and turn on key repeating, press the key, turn off key repeating.
