The blizz response will be "we don't require you to group to level. We only require groups for difficult elite quests and then you are rewarded with that shiney new blue."
Of course instances will be the same argument, you get rewards for grouping when you down bosses.
I have outfitted 2 teams with Heirlooms to help speed up leveling. Although the heirlooms don't help when trying to break into a new server.
