Chain RAF

I recently did an RAF like this


A linked to B linked to C linked to D linked to E


This is apprently the best set up in order to get the most levels out of a 5 man group because once you have a group of 60's you only need to level a new group to 30 in order to boost them to 60 with the free levels. But with this setup, wont I still need to get E to 60 manually since he hasn't referred anyone and therefore cant receive free levels?

In any setup you will need to manually level you last linked account, or you pay money and transfer characters to it.
