I think i have figured out my issue. Some of my friends are having the same issue when they are using dual monitors. I am using the same setup, but my monitors are different and have different refresh rates. One is a flatscreen 24" LCD and one is a 20" LCD, both have a 50mhz and a 60mhz default refresh rate, respectively. Do you think that if I bought another 24" identical to the one I have that it would help resolve my issue?

Your CPU won't be at 100% *usage*, just full power. If this is not at 100%, the OS will determine when to lower the power to your CPU, making it go slower. It's a power saver feature, but high performance multiboxing requires some juice

Hmm, so you think maybe i am having good performance temporarily (60 FPS) and then it throttles and then realizes I need more juice and amps up the power, giving me the 30 > 60 > 30 >60 FPS issue?

I seem to have isolated my issue, heres what I did.

I opened one wow window and kept it in my first monitor and everything worked great. Then, I opened an additional window and moved it to the second monitor, and this is when the problems started happening, so I think its when I have stuff on BOTH monitors that my issue occurs (30 FPS lock).
