I don't have a PvE spec on my enhance anymore, but when I was gearing up and running 5mans I speced him for PvE with improved fire nova totem and the glyph which was some beastly DPS on trash (3 second cooldown). He would do very high overall DPS, a bit below my warrior (UA Prot pulls some insane DPS) but usually on par with the ret and above the dk. In the arenas and PvP I play him much differently, he tends to do about 30% of the damage my warrior/ret/dk are putting out because he's spending most of his GCDs on purge, totems, frost shocks, heals and hex but that utility is easily worth the damage sacrifice. Windshear is very easy to utilize with IWT, being off GCD and ranged makes it easy to inturrpt on a focus target while spinning in circles around your current kill target.

I've never tried the exact comp your suggesting, but i'd be interested in seeing how it works out for you. I have run something close: 1x war + 1x enh + 1x dk + 2x ret for BGs in the past but never tried it in the arenas. In BGs it was definitely powerful but I did better boxing a dedicated healer in place of a ret, especially in IoC/AV where you fight huge zergs of players at a time, also in WSG, due to the nature of the games and flag debuff. For EOTS/AB/SoTA it was kind of a toss up, most of the time the dedicated healer feels like a waste here because the typical BG fodder that you face arn't outnumbering you enough to do any real damage to your team before they get cleaved through.
