If you're talking about for transfers, you might be seeing xfer system problems. As for creating new chars here, I'd be surprised if we were locked.

Back when Burning Crusade was new, several servers were locked.
This meant you were unable to create new characters at peak times, or transfer characters there at all.

If you create the toons during non-peak hours, you're fine to create them on any server even one that is locked.
At least that was how it was during the Christmas season which Burning Crusade came out in.

Make sure to only add the ones that truly give you a big problem. If we add everyone that kills us we will have a list of thousands!

I only use this addon on my main toon.
