This happens alot when you first start boxing. the problem is that you have some rancom thing bound to that key in wow key bindings. what you need to do is go inot your keybindings, or bongos if you use that, and bind a key to shift+3 and then unbind it. this will free up the key to do what you want it to. most alt/shift/crtl+ keys are bound to something ie pet bars, secondary action bars, etc and have to be unbound before you can use it. Another way to do this is scroll through your key bindings and disable the stuff that you will never use and free up these keys.

Bind shift+1 to a blank key on your lock or add " /cast [modifier:shift] " to your 1 macro.
