Reputation issues

OK so just for fun I created a Pally tank and a Druid healer.

Issue is this: I brought the healer to Silvermoon to be with the pally, and could not get any of the paladin starter quests. All the quest givers did not have a ! over their heads. Is this because I have no reputation with Silvermoon ?

Can't do cross-racial quests until the level 6+ ones, I believe.
