I'm by no means an expert on this mod, but my understanding is the "strobing" occurs to make sure your team is continuing to follow the "master" as you move through the world. I'm sure there's a constant check through the use of scripts to make sure the slave is still in an "auto-follow" status. If for some reason you go into an area with phasing areas, tree's, or whatever which breaks auto-follow, it will alert you who is not following anymore via the different options in the mod. Those options being raid/party warning, chat, and/or the "status" window. That is my understanding at least and hope this explains it.

I'm also a little bit confused about this functionality. I can't think of any reason why anyone would want follow to be strobed either in or out of combat. If one of your followers breaks follow by getting stuck behind something, no amount of strobing would do anything since they would be out of follow range by the time you get the Follow Broken! warning, not to mention the impassability of the object itself. And in combat, positioning is too important even for melee teams to justify strobing follow.

Can anyone fill me in on some ways this could be useful?

I used strobing for melee members before IWT to keep them facing me, and still do sometimes for hunters. Melee and hunters break follow when in combat. It also reinstates a follow right after everyone is registered in a new phase. If some of your followers break due to terrain you simply move back toward the followers while pressing the jump button and shortly everyone is together again. When you spam IWT with a melee team they have a tendency to run off into the distance, this can bring them back.

Simply put, if you can't think of a reason to want strobe, then you don't need it. It has it's uses though.

I've got a question, maybe it's off-topic. But is the strobe follow option even legal?

If so, why is it not considered automation by blizzard? What makes it different from a function that repeatedly presses the '1' key? It seems exactly like multiple actions for one (or no) user keypresses. Why couldn't I do the same thing for "Interact with target"? I've probably spammed that damn key like 25 thousand times tonight.

That's a tough one to answer. You really muddy it up when you think about the various addons that search out enemy players or rare mobs for you.
I feel that if Blizzard was worried about follow in that sense, they would allow it to be hotkeyed but block it from being macroed just like IWT is now.
It isn't why I stopped using strobe, I stopped using it because I felt I grew out of needing it. It felt like a crutch to me. If you have any fear at all, just don't use it.
