I found (through a somewhat brief search) the best price for me in Cdn$ was from offgamers.com. Buying the battlechest from them woulda saved me $0.09 per TBC upgrade...so to spread the costs over time I just bought 3 vanilla wow's now and will buy 2 TBC's when I need them.
