I had this problem too with my XKeys. I went to each key and did the following:
Add the "on-release" checkbox
Put Ctrl-F1 in both the top box and the buttom box
insert "Key Down" at the end of the top box line
insert "Key Up" at the end of the bottom box line.
Seems to be working now.
