problemchar isn't in your Character Set, slot 2 is empty. So this is why that toon would not be receiving any keymaps.
it seems to be receiving the keys, as my problem char gives a "no target" message. If i manually select the target on him then it goes as it should, so the problem seems to be in target aquisition
