You should only need the macro {and probably the bindings} on the master.

Stopping follow strobing does not break follow. You still need to use a movement key to break follow after terminating strobing. Are you doing that?

As jstanthr said, you should probably run a fresh setup wizard leave the default settings in ISBoxer for Jamba alone and just make strobing macros in game. Add /jamba-follow strobeonme slave to your Master's follow macro and /jamba-follow strobeoff all to your Master's formation macro or whatever you are using to break follow/spread out your toons.
