Yes,
Convince your ISP to relocate to a building right next to that of where your WoW servers are situated.
Then move in with your ISP.
Moving on to seriousness....
If you use Cable internet in a busy area, you will get higher Latencies. In these situations, buy more Bandwidth, or switch to a DSL ISP.
But that's all the solutions I have. Check your computer for Spyware, etc. Other then that, its your location and your ISP that are your issues.
I am on DSL, but wireless. Could the wireless be the latency difference?
could be, if you are far away enough or pulling enough static
about 10 feet, 1 foot of material in the way, a couple of electrical things close by, wireless phone, and Direct TV box.
The netcode is getting an update in the next patch that should cut most people's latency dramatically.

From 400ms to 66ms. Good enough for me. I was uploading at max bandwidth during both times.
