How to spend emblems of triumph?

yup got to spend the emblems they will not be upgradeable so you might as well spend them. Shoulders I say if the totem is only a slight upgrade.

In case it helps someone here's what I worked out for max non-raid gear. Here's one of my girls. I know she has too much hit, but I like to keep the girls ready for random alt raids my guild does. On the plus side I never miss in heroics

While this might be a bit different for very high end geared shamans, for regulr heroic geared shammies SP is major stat.

shoulders are 30 emblems, unless you had trophy of the crusade(drops in toc 25 and H 10 man)
