Regarding +hit - yep, which is why I said "note this assumes you are going for a Raid level hit rating, have the shaman +hit talents, and have a shadow priest or balance druid" in my post.
To clarify for others, the exact +hit ratings required to achieve a 100% hit rate on raid bosses are as follows:
No talents or buffs:
Horde Shaman: 446
Alliance Shaman: 420
With 3 points in Elemental Precision:
Horde Shaman: 368
Alliance Shaman: 342
With 3 points in Elemental Precision, boss debuffed with either Improved Faerie Fire or Misery:
Horde Shaman: 289
Alliance Shaman: 263
To achieve a 100% hit rate on heroic bosses:
No talents or buffs:
Horde Shaman: 158
Alliance Shaman: 132
With 3 points in Elemental Precision:
Horde Shaman: 79
Alliance Shaman: 53
With 3 points in Elemental Precision, boss debuffed with either Improved Faerie Fire or Misery:
Horde Shaman: 0
Alliance Shaman: 0
Good point about using Rawr to model gear choices - I understand that it's not taking CL into account for it's rotations, but that said, we're talking about the best gear outside of raids, i.e. the choice is pretty limited - you're bascially drawing on the pool of badge gear, crafted gear, honor gear and heroics.
I'm pretty sure that the next update for Rawr will tank into account CL rotations (whether every CD, or just after LvB only). It's a sham that Bink is no longer doing his spreadsheet though...
When I finish my list, I might separate out the best for heroics and the best for raids.
