I had a good amount of trouble getting the n52te to work with Windows 7 ultimate x64, but finally did find a solution that has worked on multiple machines for me. It certainly was not as easy as simply installing the drivers. I want to share this info with the internet, and this seemed like a decent place to post ( relevant and high in google search results ). How I got this working:
Be sure to use an admin account for all steps. Also unplug the device and remove previous driver version before install, if any.
1. Install version 2.1.1 from here:

2. Reboot
3. Plug in device

Device Manager > Human Interface Devices
Look for USB Input Device. There should be many entries called this.
5. Click on Properties for each of the USB Input Device's and check the Location parameter. You should find 2 entries for USB Input Device with the same Location. These are the n52te (the d-pad is seen separately from the rest of the device).
It should look like this (the numbers are different for each n52te, as this is how devices are distinguished):

6. Choose Update Driver for both of the devices identified as the n52te and point it to this file:

C:\Program Files (x86)\n52te\Driver64\JmtFlter.inf
The load-out manager should now recognize the device as plugged in and allow you to load profiles.
The entries in the device manager should look like this:

Note:
Due to permission changes on the Program Files folders in windows 7, users must now be administrators to write to those folders. This is where the load-out manager keeps its profiles, so users using multiple profiles will either need to be admins or given permission to write to that folder specifically.
