While this does sound like a fun/situational toy in PvP, WoW isn't a PvP game. The major issue with Sham is that they're way under par in terms of raid DPS. I would have though Bliz would be focusing on that, rather than adding gimmicky spells that will never be used in a raid setting (with the exception of maybe helping to clear some trash spawns, like whelps, etc).

Even if it's off the GCD, who's going to spend 10+ seconds getting a totem close enough, and risk being cleaved/stomped/tail lashed. so they can make use of a spell that does less damage than a single LB?

Enhance shamans will get more use out of this than Ele will, and they're already higher than Ele on the DPS charts.
