Okay, I understand. You can do what is listed on that HKN page with Inner Space.

For black and white lists, if you are using the keyboards on 2 PCs you can use a different Repeater Profile for PC 1 than PC 2, but I think mapping the keys (with Mapped Keys) will get you better results than using Repeater in this case.
