You should be able to get away with only needing 350 tokens - provided you don't want to keep the outfit.
Save up 350 tokens, then buy all 3 pieces of the Brewfest Garb.
Go to Dalaran, put it all on, get smashed. Disturbing the Peace is done.
Go back to Brewfest and return the 3 items to the vendor.
Take 200 tokens and join the Brew of the Month Club.
Done.

You can get 10 a day from defending Brewfest.
Some of the one-time-only quests give you some as well. I'm up to 85 so far, with 13 days to go. If I get 25 a day for 9 days, I'll hit 350 with 4 days to spare.

You don’t need to use an alt.
If you do the two guaranteed token-drop dailies (“Barking” & “This One Time, When I Was Drunk”) you’ll get 25 tokens. You can also do “There and Back Again” every eighteen hours. That one yields a variable number of tokens, but you should easily get ten per day. I did it this morning and even with getting the exhaustion debuff once earned eighteen tokens. After another day of practice I expect to be getting in the mid-20s easily. Be aware that there’s no exclamation mark indicating a questgiver for this one. You just talk with the NPC who gave you your original keg delivery quest to start it each time.
There are thirteen days left in the event, so assuming you earn forty tokens a day (and ignoring the 40 for “Pink Elekks”, 10 for “Now This is Ram Racing…Almost”, 10 for “Chug and Chuck”, and 40 for “Saving Brewfest”) you’ll have no problem getting enough for the meta achievement. Forty per day should be very easy, particularly if you’re aggressive about the eighteen hour reset on Ram Racing. If you return some or all of your Brewfest gear after completing “Disturbing the Peace” before signing up for Brew of the Month Club as recommended by Drew, you’ll be done even sooner.
I managed to get 28 yesterday and I'm pretty sure 30 is (fairly easily) possibly, not sure about 32. Just takes a bit of practice!
So 55 tokens a day is feasible with only doing the ram racing once (as I haz to work too).
In the EU we don't have the pink Elekk quest () But I'm at 200 as of the end of yesterday.
I expected to be able to achieve 800~ If I decide I need too, without trying to push for the "more than 1 race a day".
Note that the ram racing is easier for alliance than for horde, the run is a few seconds shorter for alliance, so on my first run on my alliance alt i got 30 tokens.
In comparison, on horde i'm hard pressed to get much more than 20, usually about 18 cause the keg turnin and apple tubs bug out a lot, on my best (perfect) run i got 26 on horde. The theoretical max for horde is 28 in one run, assuming each round trip only takes 45 secs (usually takes at least 47).
For alliance, each round trip can take less than 40 seconds at best, haven't run it enough times and without lag to know for sure, but it is definitely easier than for horde. Should be theoretically possible to get 40 or 42 tokens per day from it for alliance, assuming 40 sec round trips.
I'm going to live forever, or die trying.
