After disorients or fear bombs sometimes you will have to clear target on the tank and make them assist you again. I dont know why, but something inherent with the game requires it.

edit: to be more clear,

1. clear target on leader
2. retarget
3. make slaves assist

that will fix it and it is the only known fix that I have found.
