RaF and Extra Experience Problems

I have a question related to RAF...

If I leveled to 60 with RAF and have never gifted my levels to my other accounts... could I still save those gifts for when Catalycsm comes out and then instantly give 30 levels to a new lvl 1 goblin (or to a lvl 31 goblin to make him 60)? Or is there some sort of time limit from when you can give the levels?

From Blizzard FAQ

Are there are any restrictions on granting levels?
Yes: 1) Levels may only be granted to characters on a veteran account by characters on a linked recruit account; 2) levels may only be granted to characters of the same faction and on the same realm; 3) levels may not be granted to characters over level 59; and 4) levels may not be granted to characters of equal or higher level; 5) levels may not be granted once a 90-day account link breaks.
With this, once a level is granted, it may not be used again. For example: If a recruit character possessed 15 "grantable" levels and provided 10 to a veteran character, only 5 would remain for future use.

I have tested this out level by level.

If the linked characters are 3 levels or less difference from each other they will both get RAF bonus as long as the kill isn't gray to either.
If they are more than 3 levels apart the LOWER level character only will get RAF bonus as long as the kill isn't gray to the higher level character.
This also applies to quest RAF xp bonus. As long as the quest isn't gray to the higher level character the lower level will get the bonus regardless of the level difference.

An example of a test I personally did was take an 80 unlinked with a lvl 20 linked with a lvl 40 to SM. The lvl 20 received 3x XP with RAF and the lvl 45 received 2x XP with rest until it ran out then it was 1x XP.

I'm betting what you were killing was gray level to your level 16.
