In Borean Tundra, Last Rites (http://www.wowhead.com/?quest=12019), lvl 68, Staff of the Purposeful Mendicant ([item=38240]Staff of the Purposeful Mendicant[/item]). I use it on my casters and have never looked back. It even works pretty much until lvl 78. Put a staff SP enchant on it.
