Since Inner Space is making you run it as Administrator, and therefore launches the game as Administrator, you will need to run Ventrilo as Administrator so it can process the push to talk hotkey while the game is the active window.

Right click the Ventrilo icon and select Run as Administrator, and it'll work fine.
