Horde seems to outnumbers alliance on my server, and therefore, allys nearly always recieve tenacity ratings in the teens for the first 5 or so minutes of a match. Or it is simply a matter of toughing out the first big rush of seige engines and holding them off a bit at the end.

There's no real way to "cheat" the system without server wide organization. You would basically have to have everyone that queued wait to join until after the first 5-10 people that joined from your side were able to make vehicles, and then have them crank out engines for the late joiners. Tenacity is doing exactly what it was intended to do, it's giving the lower population faction a chance to win, however, I don't argue that it may be a touch over powered as it currently functions.

The one thing I find really annoying is the rank description saying "allows you to pilot and purchase light/heavy vehicles." If you have to have the rank to drive why isn't this enforced...any can drive a vehicle if they find it sitting around somewhere regardless of rank right now. I believe this is where the real problem lies.
Yeah I can rank up in like 1 minute of the battle and make tons of demo's and let everyone else pilot them.

As for the comment about offense they always have a high tenacity on my server (At least 9+) for the first minute or so of the game. All you need to do is kill like 2-3 people and you have full rank to make demos. Unless the defense is pretty much all at the keep and aware of where the 12-16 demos are coming from its game over.
