Don't transfer the 48 until he is 80. You can use the others to boost until then, and you may just decide that you're happy with 4 shamans and give up on leveling (I know I would if I was forced to level right now).

RAF - You would need to level a toon 1-60 to grant 48-60... the obvious choice is level 48-60 and skip 48 levels...
Leave the 48 on the account he's on right now, that way you have 3 shamans to kablam blow stuff up with and 1 tank as needed for harder instances as you approach 80.

Transfer the level 48 shaman to the main account. Level the character solo.
Make sure to use +10% XP shoulders (40 emblems of heroism or 200 stone keeper shards) and the new patch 3.2 +10% XP chest (40 emblems of heroism or 60 champion seals) for a total of 20% bonus XP. This is applied after rested XP, so you will get 240% rested with both items equipped compared to 100% xp non-rested without the items.
Also note that you will be able to level faster with the mount changes. Epic ground mount now, flying in outlands from 60-68, flying in northrend from 68-80.

Thanks everyone. I I think I am leaving the 48 where it is. I'll try the new "level through BG's" approach. When that, inevitably, fails I'll just try normal instance boosting / questing.
