If you refuse to any quests, then your grinding mobs. The best mobs are in instances. The fastest xp rate in an instance is where you can grind a pull without any realy downtime, other than a lifetap, lifetap, prayer of healing or similar. Outside of instances the mage AoE grind spots are just fine, thought it seems just as easy to grind a dense mob instance.
