For me, [] did not work as a fall through.
But [target=target, exists, harm] did.

Obviously the harm condition cannot exist, unless you have a target.
Not really sure why, but [harm] did not work as a fall through, while [target=target, exists, harm] did.
It shouldn't make a difference, but it did for me.
