You may have missed it, but I mentioned in my previous post that my hunter was just 71. Pretty sure Garwal was level 71 as well, so that is likely the minimum level before you can even tame him. You just need to know that the sting has a 30s duration, then causes damage over time for 6s after the sting wears off. If he's at like 51% health, then the sting will be enough to knock him under 50% health and cause him to transform. If your tame is just a couple seconds behind when the sting wears off (the sleep phase), then you have a good chance that tame will complete when the damage phase of the sting ticks once and makes him transform.
I should also mention that 2 attempts actually resulted in me doing just over 50% health, causing him to transform before I could even disengage and sting him, so I had to put him out of his misery and try it again. It's tricky to decide when to stop DPS in the first place so that you can time the tame just right.
