ok haha, I wondered why I was setting a hotkey and then setting another key for each action. I thought it seemed a little redundant, but I see now!

Yes, that was the heart of the problem. I had two steps both using the same key map in WoW; didn't realise they had to be unique but it makes sense now that you mention it - thanks for that!
