If you don't use Keyclone, you need to manually edit the values (or add the lines if they aren't there) in your config.wtf file.
For example:
SET maxFPS "30"
SET maxFPSBk "15"
In case it isn't obvious, the "maxFPS" value is for the active window and "maxFPSBk" is for when the window is not active (minimized or behind another window, etc.). At least, that's what I've been led to believe. Please correct me if I'm wrong.
Also, there is a bug where if you only have the "maxFPSBk" value, it doesn't work. You need either both lines or just the "maxFPS" until that bug is fixed.
if you dont want to play with your config file, you can just type
/console maxfps 50
&
/console maxfpsbk 15
set the numbers to whatever your system can handle, I'd say 15 is the absolute lowest for maxfpsbk.
