Christmas? If they're already releasing patch notes I bet it'll be up on the PTR in the next few weeks and on Live in 2-3 months. Normally they only release a few snippets far in advance, and patch notes when it's PTR ready.
Mainly I say Christmas because it's an actual "content" patch with the two new raid instances, new 5-man, new quest hub, etc., which includes art, 3D models, etc. That stuff usually takes up to twice as long as plain code changes. They might surprise me. I'd be happy to be surprised.
