Are you able to mail your Heirloom items or in some other way able to get an heirloom item from your alliance toons to your horde toons or vice versa? I assume the answer is no but I just thought I'd ask to be sure.

Unless there's some new information that I'm unaware of, no.

Don't see how it can be done but they are per account. I would search the Blizzard boards(ACK!). Or submit a ticket about it.
