They did, sortta, by letting your max level guys buy the 10% XP boost shoulders ( [url='http://www.wowwiki.com/Heirloom

It's not a huge boost, but every bit helps on that long grind to 80.
Yeah, I really wish they made more items to buy that had the XP boost. My rogue has the shoulders, trinket and 2 weapons, and my main has about 230 emblems with absolutely nothing left to buy except trade em for gold.
