There is a chain that starts from a drop from doing this quest:

Intelligence Gathering

What you are looking for is this:

It randomly appears in the chests you loot for the Intelligence Gathering quest...the catch is you will need to loot the note on all of your toons to start the chain. This will give you 4 quests.

There are also quests available from the NPC's near The Fleshwerks which many seem to miss. Also the spiked zombies around this area drop a Jagged Shard, which starts a quest and opens ups two more quests - I'm Smelting...Smelting! and The Runesmiths of Malykriss. When these two are complete, two more open up - By Fire Be Purged and A Visit to the Doctor.

Completing these open up Killing Two Scourge with One Skeleton, which in turn leads to He's Gone to Pieces, chain of 3 quests.

There's also an escort quest from an NPC at the Fleshwerks - Lets Get Out of Here.

That should be 14 quests....hope this helps!
