Being given the correct information and then saying "they still won't do anything about it" is still encouraging people to violate the rules. Logic would also dictate that when it states in the ToU and EULA, as well as on these boards and the WoW boards, and even on some account selling sites that account trading and selling is against the rules and bannable, then it is against the rules and bannable. They will do something about it, and telling people to violate game rules on this forum is a violation of this site's rules.
By saying "they won't do anything about it" I am simply saying it is quite unlikely Blizzard will actively pursue and track down multiple accounts registered in different names being used by the same person. It is more likely they will stumble across it when a multiboxer is reported for botting. I have been reported while using an account in my girlfriends name with no damage done to either of our accounts.

If anyone chooses to follow any advice on these forums they do so at their own risk, I am not to be held accountable if someone decides to test Blizzard and they get banned, merely reporting on my own experiences. Let's all just stop beating a dead horse and get on with it.
