Here's a dumb question, why do you need a target to cast Water Elemental?

My SPriest is lvl 70 atm and I use this dps macro.

/target focustarget
/castsequence [harm,nochanneling] reset=target Mind Flay, Shadow Word: Pain, Vampiric Touch, Mind Blast, Mind Flay, Mind Flay, Mind Blast, Mind Flay, Mind Flay

The reason I don't start off with the DoTs is that for non-elites by the time they get put on the mobs are dead. Don't start with a Mind Blast either because it has a 5.5s cd and if the timeing is right between targets youll be sitting around waiting on it. Keep in mind that Mind Flay has a shorter range than other spells and this can lower your dps if you get stuck out of range without realising it. My priests does slightly lower dps than my other casters but only because I do get out of range of Mind Flay at times. Mind flay is great for non elites while questing too because it slows movement speed and the mob will never reach you before dying.

Also remember that a Mind Blast to a target with Vampiric Touch on will give your group the replenishment buff, 0.25% mana regen every sec for 15 secs. Very nice addition to keep your mana up. Ends up giving about as much mana as a mana spring totem.

Do you skip Incinerate because you don't have it yet or because it isn't good in your rotation? Also, do you still have to do /petattack? My Imp goes right away but sometimes my Water Elemental doesn't attack right away.

It takes up a bit more space but couldn't you use concurrent castsequence lines to circumvent the roadblock when a more powerful spell is active.
I dont know locks well so I will use Conflag as the multiple ranks available spell:

/castsequence reset=15 Immolate, Chaos Bolt,, Shadow Bolt, Shadow bolt, Shadow Bolt, Shadow bolt, Shadow bolt 
/castsequence reset=15 ,, Conflagrate,,,,

That would move both sequences along and just skip conflag if for some reason it wasnt available.
