BoK not working properly?

has anyone else noticed Blessing of Kings isnt applying the full 10% since the last patch?

paladin before - 21.4
paladin after - 22.9

last i checked 1500 is not 10% of 21.4.. or is it not that simple? im a bit of a PvE nub. never really took the time to notice before.

Kings only buffs str/agi/sta/int/spi. It doesn't (directly) buff armor, hp, mana, sp, or anything else. Just tested, and appears to be working properly for me.

ahh.. that makes sense. i was thinking 10% hp, rather than 10% of my stamina value.
