"having problems with the Start BAR!!

i was able to start up keyclone and maximizer just fine setting it up how i wanted it... The only problem i have is that the Start bar is not going underneath the WOW screen and is staying over the top making it so i cant see the action bars. any help would be much appreciated. I am running a version of Windows called Windowsblack.... basically in between vista and xp so if some one knows a fix for both let me know cause it could be either. thx for the help.

right click start bar - properties - untick "keep taskbar on top of other windows" - win.
