The unit frams they are both using is X-Perl Unitframes, found on most addon sites. Pitbull is more customizable but also requires more work to set it too your liking. You would then have to copy and past your individual WTF settings for each account to match each characters screen.

Pitbull is dirt easy to setup. Find someone with a setup you like and get 'em to send you their Pitbull.lua file. Which is how I propagate the setup across alts if needed instead of tweaking 5-10 copies in sequence.

Stick it in your <account>\SavedVariables\ folder. You might have to load it but it oughta work.
