"Tag Leveling" as you have put it is something which players are allowed to do in the open world. However, circumventing the game's instance mechanics to gain large amounts of experience from dungeon NPCs is something which is strictly forbidden, and anyone found to have abused the mechanics of the game in this way can face action against their account, up to and including permanent account closure.
