Just ring them. I dont understand why you wouldn't? Error 203 is a simply error that shows up when you try to create more than three accounts in a given time period (I thought it was 24 hours but it might be longer).

Happened to me, I rang Blizz, customer service representative was more than helpful and happy (and was actually an american *shock*) and it was a quick simple process.
Not to mention that, when you get that error, it simply acts as if it were a website error and instructs you to call the Billing phone line.

Yes, Suvega and I also got that error message almost 2 years ago when we attempted to create 8 accounts from the same IP within the same day. It has nothing to do with the OP's ban -- creating a new account in your girlfriend's name would not be possible if you were getting the account creation error 203 from creating too many accounts under the same IP.

In fact, creating a new account under anyone's name but yours or your minor child's is probably not kosher to begin with, since the legal adult has to click "I accept to the ToU/Eula" when signing up for an account -- therefore you'd be impersonating their electronic signature on the ToU/EULA agreement.
