Old content is old. Azeroth is nerfed to all hell. I duo'd most instances with my 2 hunters at their respective levels. Using just a bear (until I could pick up a monkey later) and a wolf for my 2 pets. the bear swipe was enough to hold a couple mobs. They've made the old world too trivial it's easy to feel OP. I really miss when everything and it's mother was an elite in azeroth.
I don't know if I'd blame how easy it is for lower paladins to do stuff on game nerfs. Two years ago I was running all SM instances with a total of just two prot paladins (sometimes 3 if another was online), didn't even need heals at all. I wasn't dual-boxing at the time, this was with a guildie. We were both 40 and got geared up in plate. Mail would work too, but you'd probably have to bubble-heal at certain points in there and take turns tanking. So long as you stack the right auras and judgements, just a couple paladins can do nearly anything at lower levels.
At higher levels, its going to get tougher for just two, but you'll still be able to accomplish quite a bit, I'd imagine.
Duskwood - Alliance - PvE
i want to know your friend's casting sequence, talents and gear.
also know that his dots, insect swarm and moonfire, may be cut off due to mobs dying before the IS and MF complete. i kill my mobs solo before my IS and MF complete.
He is full Balance with mostly greens and the shoulderpad heirloom gear. They're the cloth ones though. (We were recently leveling SPriests and Locks together so we bought the cloth heirloom gear before we started our current group.) His rotation consists of dotting everything with IS and MF and then Wrathing and Starfiring mobs down. Together however we beat down mobs to fast for his dots to complete so in the end he wastes mana and usually ends up drinking were as i am able to keep going.
I do remember when alot of things were elite such as the mobs guarding instance entrances. Alot of people did give a cheer when they nerfed that though (Including me) only to be saddened by the tedious grinding.
Soon i will add another of my paladins to this team bringing my team up to 2 ret pallies and probably a holy or a third retadin. Unfortunately my soon to be third pally is lvl 70 with BT gear and is already specced for Holy as well as he is on one of the same accounts as my current team of pallies. So that will cost me to buy another account, character transfer and a name change. (I like to have Twin names.)

I put my moonfire and insects on it also I just hit 40 so this info is a little old but i do agree if i was not getting hit i could thunderstorm it and own the dps with lots of mobs

wrath spam would probably give his team more dps than IS and MF. if mobs are dying too fast then skip the dot spells. or at least, just use moonfire as it as a big boom in the beginning.
i cant compare myself with your friend since my boomkin is higher level, but by 40 you should have dreamstate/moonkin form. that should keep him dpsing for days, especially 3x boomkins. yea... now that i think about it... 3x IS, 3x MF.... i'd just leave it at that and not even cast wrath. or cast wraths and not use IS/MF.

I'm currently lvlin up 2 boomkins and they're lvl 62, is it worth sticking to boomkin or shud I go back to feral.
