By based on account I meant that each account has a limit to the number of levels it can grant. It doesn't matter if you level 7 guys to 60, you'll only be able to grant a total of 30 (or is it 29?) levels.
I have never seen this in action. In fact, I have seen the opposite. I'll try and dig up the exact numbers, but I'm pretty sure I granted more than 29/30 levels last week after a boosting session. What leads you to believe this?
