As hachoo said too you want some hit, at least 60 for heroics and 200-300 for raiding.
Shamans with Elemental Precision:
79 hit rating for trash
368 hit rating for raids/bosses
I'm pretty sure 79 is for heroic bosses, its less than that for trash, something like 50 or 40.
