You don't pay a fee to post on the forums. You pay the said fee to play the game. The forums are just a bonus. Blizzard has the right to post all the ads they want. They can also shut down the forums and make it so no one can post.
Actually, you DO pay a fee to post on the forums. You don't pay a fee to browse them.
